   私も嫌われに対して良い印象は持っていません。
   ですが
   ①何がいけないのか
   ②何故いけないのか
   というところがやはりモラルの問題であると思うのでどうしても抽象的になってしまいます

   具体的に線引きができるのであれば嫌われ廃止などとできるのかもしれませんが現実的に考えてほぼ不可能でしょう
   又、具体的な規定ができてもＲ－１８フラグと同様にぎりぎり引っかからないように書き方を変えられる可能性は高いと思いますので恐らく不可能ではないでしょうか
